If this counter-attacking TM train is gonna happen everytime a Geo attacks, then it would widdle them down fast.
Only 2 clones counter attack (and ARC is 35% chance), and what 2 zetas matter. if you brought in rex lead clones with the echo zeta and the cody lead, I would expect you to get beat very quickly.
Also, the TM train for clones has nothing to do with their attacking. they have no mechanics that generate TM from attacks, only from getting crit under a Rex lead (or others getting hit for Fives unique, but that would be 1 of your 2 zetas).
Echo gives 20%tm to a random clone ally with less than 50% TM , so when a clone attacks and echo assists (100% chance ) then the attacking ally will gain 20% TM normally as he has just taken a turn .
Also Cody gains TM on basic and on his 212th because he uses his basic during it ( lazy coding I think ), and sarge on a crit I believe.
They had to change echos basic 3 times when they done this rework ,as there was a loop with a chirpa lead where Cody could do back to back 212th gaining 105% TM every time, luckily they caught it before release.
So yeah they can TM train somewhat but not EP levels
