The armor shred is multiplicative, not additive. So if you hit a normal enemy twice with it, it's -75% defense, not -100%.
No, it doesn't give a counter on Armor Shred, but it definitely accumulates, and is especially notable against raid bosses. It's part of what makes Phoenix great against Sion.
