I've recently unlocked Punishing One but have kept it on my reinforcements even though my Dengar is R5. I'm currently in a pretty fresh fleet shard with no negotiators,executors etc. Im wanting to us...

What capitol ship are you using? If you have executor than for sure use Punishing 1 in the opening lineup. If not--a Galactic republic fleet with Marauder is by far your best option.
