Ship upgrade achievements
I have been stuck on 198/200 for months now. I have activated several new ships and have done several upgrades and the 198 never moves. In game help is useless. Anyone else have this issue?

So this achievement is specifically referencing increasing the star count of ships. "Upgrade" for ships is the same as "Promote" for characters.
