Ship/character level question

I'm really wanting to run tie reaper but my shore trooper and feather trooper are both only 4*, I've been trying to farm them but it's a slow process as mostly f2p..

Would the reaper(which is about to hit 4*) be viable if I got St and Dt to g11 right now? What kind of power would the reaper have?
I hold high 300s/low 400s currently with 278k fleet power and my ships are all just about 30k in power right now. Thanks
