He has low hp because he gets great self heals, 4th best health steal at 20%, on an AoE that can do 6k range, that's 1200 per character hit. He also receives 15% heal on hit after the third party member has died.
All of that would be great if he could get a hit off. It's not that he's slow or that he's low health it's the combination of the two. I'm not saying make him as fast as Dooku or give him as much health as RG but buff him somewhere so he can do something before the quick attackers kill him in one shot.
