Oh if only it were that simple. I'll avoid the maths for you, but just try and give you a feel for the factors involved:
1. Critical Chance (effected by character base, mods, leadership and uniques, buffs in game) - Higher CC favours CD bonus type, lower favours Offense type
2. Offense from incomplete gear levels (e.g. G12+) or mod secondaries - Offense type doesn't boost the effect of these, so the more Offense from this the better CD mods are
3. CD from leadership, uniques and buffs - CD mods don't stack with other CD (additive) whereas it stacks with offense (multiplicative) so any CD buffs favour Offense type mods.
And that's before you compare speed secondaries and other stats.
TLDR - The best mod layout depends on critical chance %, mod secondaries, leadership and uniques, so it's very hard to say that setup X or Y is better for a given character in all cases.
