Storm probably ends up with more damage in STR because of expose, which can't be resisted. Defense up is probably better than crit immunity as well.
But, Shore can taunt more often. I don't know if an Emp team will need the heals or not.
I'd say get both, and use Thrawn + Shore in one team and Storm with Emp troopers for DSTB. That's probably more of an endgame goal and there are more important things to tackle first
