Taking the right approach?

I've been playing for a few weeks, and I try to read up as much as possible, and came across someone saying the galactic war enemies were based on your top 5 characters. So, I took it easy on powering them up in favor of making more squads at about the same power or a little lower. I finish the galactic war every time now.

I run my primary team for the first battle to get their turn meters up, then run secondary until they can go no further. If they tap out I switch to primary, occasionally throw my meat shield team in front of them if some ridiculous team pops up. My question is, am I missing out by not powering my characters up as much as they could be while i form a few more teams?

I have enough shards to have zeb at 7 stars, and could upgrade all my top characters equipment. I'm only level 58 though, so I'm not going to be a monster in the arena right now regardless. I stay at around 3500-4000.

Currently I'm trying to make a fun team around gar saxon. I have vader, tarkin, royal guard and tie fighter pilot with him now. I was thinking something more like shore trooper, range trooper, and either snow or magma until I can get death trooper. The 5th for that team will be dooku, because I want to have fun watching all the counters. Any suggestions for a gar/counter team for fun are welcome. Im working on an ewok team, and slowly starting a clone/shaak ti team. I'll never have teams with the likes of commander luke Skywalker, revan, and so on btw.
