"Other allies" has to mean you are excluding some right? Otherwise it would be all allies.
Talia herself isn't included in "other allies." "All allies" would include her. Granted, it is worded oddly.
I never interpreted "all allies" to include the user as well, just simple all the allies as its said.
There has to be a better way to specify these things. Most other abilities are pretty clear with things like, "each ally"
