Chirrut is good but farmable at lv60 from ship store, while Baze is only farmable at lv80 from shipments. So Baze is the best pull.
Also is worth mentioning that Baze is a pre-taunter with dispeller, much more worth than Chirrut alone. Chirrut really needs Baze to shine.
I would keep Chirrut (emulator) and make a new emulator and try to roll for Baze, you can then farm on both accounts and see which one evolve better.
That's what I'm doing. Saving Lando/Baze/Chirrut for my guild members, some members are willing to give Chirrut a go.
