Thrawn: Manipulate - WAI?

Thrawn 'a manipulate ability states: when this speed up Expires inflict ability block for 1 turn.

Currently dispelling the speed up results in ability block being applied. Is this working as intended? Does expire = dispel?

    Yes!

    I use this all the time with Nihlus to speed up the ability block process - Thrawn does basic and applies speed up, Nihlus goes next and dispels, thus applying the ability block

    According to Zader description, yes. "Expire" is used liberally here to mean any time a buff or debuff is lost, no matter the means.
