Thrawn mods

Any suggestions on Thrawn mods? I've read the offense mods are the way to go. I'm light of FO so offense mods aren't an option at the moment.

Why would you want speed mods? It seems to me that since he keeps someone fractured until his next turn, you'd want to delay that next turn as long as possible?
