EA wants to make chances for good mods harder, and maybe also the Mod Shipments are more interesting. Do 5-dot-mods appear there?
Found some more info on it, this time more accurate.

“Prior to unlocking Mod Challenges only 1, 2 and 3 star Mods will be available in Mod Shipments.
Upon completion of ALL Tier 1 Mod Challenges 4 star Mods will start to appear in Mod Shipments.

Asked in my guild and they said that it's not exactly accurate.
It's also possible that mods unlock after you complete only health and def challenges, but all 3 tiers to get MK5 ones.
Will try to verify this but will probably take few days since my jedi team is weak. Either way, you need to complete challenges to get them in mod shipments.
