That is a huge mistake my friend. Fixed numbers are the best stats you can get on secondaries.
May I kindly suggest that you read again what I wrote (and you cited): fixed primaries.
That is "defence" on the processor (diamond), and "offence" on the transmitter (square).
Having these on stage 12 of the 5-dot-mod is 9,5 defence (see my lando)

, so that's about a similar value then a 4-dot-mod (even a little better), and ofc -2,5% health because I don't get the full set bonus, but saves 500k credits.
