Sion has +100% tenacity against enemies with pain. I recently switched from a potency cross to a protection cross on Palp for more speed, but it means that I have a bit of trouble getting shock to land on Sion so have to waste more turns attacking him and feeding nihilus health+TM.
Other than that very specific circumstance I agree - don't worry about potency.
I've also tried a few different tactics and now I just open with force crush anyway - at least it means the enemy nihilus uses drain force immediately when most of my team aren't debuffed.
There's several characters that get tenacity boosts, Sion, CLS, Kanaan... I don't care who they are or what they do, I would never stack potency on anyone except someone who gets another benefit from them. Sidious, Boba lead bounty hunters, THOSE I would stack potency on because it increases their survivability.
In general though, it is a horrible idea to sacrifice speed or offense for potency in arena. Stacking potency is a pointless endeavor, just like tenacity is. It always will be too, until they either double the amount of tenacity a person gets on mods (primary, secondary, & set bonus), or make the tenacity/potency ratio start at 50% instead of 15%.
I wouldn't stack potency on Vader unless it was for a raid where landing debuffs was an issue. In arena???? NEVER!!! Especially not under a Palpatine lead.
