Alright, so he gave them all 15% turn meter, which is 15/100%.
That means they only needed 85/100% to reach full turn meter and go.
So in order to calculate their effective speed at this point we take their speed multiplied by the reciprocal of that 17/20 simplified. so let's say they were a 185 * 20 / 17 = 217. The tm gain would make that 185 character an effective 217 speed.
Basically turn meter gain is a percentage based increase of speed, and therefore can negate a double digit speed advantage quite easily.
