Account Recovery

I am a returning player that would like to recover my account. My original account was linked to a Google Play account with my old school email. Sometime recently my school took away all google permissions outside of gmail. So I can log into the Google account but it has no permissions in Google play, maps, photos etc.

I can still log into the email and have my old ID, can I recover the account?
