Akbar Omicron in GAC Bugged or WAI?

Summarize your bug Akbar's Lead with the Omicron applied does not function as it reads in GAC. If all allies are Rebel, whenever an ally uses an ability that isn't an attack only the 2 weakest allies to assist. This portion of the Omicron seems to override the original random ally rebel assist. Based on other Omicron descriptions, unless "instead" precedes the portion of the kit, the functionality should be in addition to the original lead. I.E. In GAC, Rebel allies have +25 Speed and +10% Tenacity. In addition, whenever an ally uses an ability that isn't an attack, they call a Rebel ally to assist...... + In addition, if all allies are Rebel, whenever an ally uses an ability that isn't an attack, recover all ally's Health by 5%, call the other 2 weakest allies to assist, and reduce their cooldowns by 1. By this phrasing there should be 3 assists. (call a rebel ally to assist + call 2 other weakest Rebel allies)
Steps: How can we find the bug ourselves? Use Akbar with Omicron applied in GAC and full rebel lineup.

Attaching a video link of Ackbar's Lead with Omicron, you can see there are only 2 assists called throughout the match. So is the 2 weakest rebel ally assists "instead" of the original assist from non-attacks or is the ability written incorrectly but working as intended?
