Bastila Shan (Fallen) not applying any debuffs

Summarize your bug Bastila Shan (Fallen) is completely failing to be able to apply any debuffs to one character on the enemy team. The character is random, but they will not get Fear, Corrupted Battle Meditation, or any other debuffs that Bastila applies for the first turn. This has caused struggles in both Arena and PvE gamemodes. It has nothing to do with potency, as it doesn't say "resisted" when the debuffs fail to apply.
Steps: How can we find the bug ourselves? Simply go into any battle with Bastila Shan (Fallen), leadership shouldn't matter but use Darth Revan to be sure, and use her 3rd ability "Fear." It won't happen every time, a little under 50% of the time, but there will be 1 character that does not get any debuffs. The opponent doesn't matter.

My other guildmates have also been experiencing this bug, so this isn't just for my device. In the image below, you can see that the character in the middle did not get any debuffs, but the other characters all got inflicted with some sort of debuff from Bastila's "Fear" ability.
