Does Hoda actually take damage? I'm betting not.
Don't know if this is an answer - but, for example, NS will attack a foresight laden GK and not hit - but will inflict Plague. As I understand it (which is NOT a really good argument - LOL) in the NS case is just whenever they use a special it inflict plague - since that action is not a hit (nor does it require a hit - since old Zaka's healing will inflict it) then the plague will land despite forsight.
As for Unload it does SAY it deals damage and Dispels - but the code is probably like inflict damage and then also dispel all - i.e. one is not connected to the other.
It's this kind of thing that makes you have to kind of test toons out because they don't always function the way they read (see also Mother Talzin's passive ZETA not working on a toon death - i.e. work slike old school RG.. which is a lame kitten. WAI - I guess. But the text would doesn't state that if the toon dies this ability does not activate - which would have solved a LOT of issues....)
As far as I can tell it does not do damage. The problem is in precedent. With foresignt (say from zQGJ lead) the attack from Baze does not land and nothing is dispelled. Even the foresight is just used rather than dispelled. This leads me to the idea that if the attack does not land then any buffs should stay. Hermit without foresight but with stealth should still dodge, and should not be debuffed, but that is what is happening.
The one thing I might be missing is burning. If hoda has the burning debuff from R2 he might be hit by Baze and thus dispelled. I don't think this is what is happening, but I will keep an eye on it the next time I battle him.

Yeah, gotta watch these things. In general - any attack that also has another effect does not necessarily need the damage to land to deal the effect.
The biggest issues is that turn order for damage/effects/foresight/regaining certain buffs (taunt) feels pretty inconsistent - and if not inconsistent (let me be fair to CG here) whichever member of the group that IS a Rebel tends to overpower whoever is NOT a rebel........ i.e. Old Ben's taunt verse Thrawn.

The effect is unresistable but it can be evaded.
I checked last time I looked and this stealth buff is cleared even without burning from R2.
