Got it, with an assist from potato I think the issue is the effect applying the "...all_ls_marker" tag has an expiration Condition =10, which is Perform Move.
GK and GAS were the only two to not perform a move before Ben's turn, everyone else lost this tag and so weren't targeted for the damage
(the damage ability shown below, which requires the tag to be present)
Edit: to add more detail, it's in the hidden ability for Ben.
"hiddenability_bensolo_S2_dmg_again_handler_CS" executes at encounter start or enemy summoned, and triggers "specialability_bensolo02_all_ls_marker" which applies the tag but has an expiration condition of "PERFORMMOVE"
