I tried it in Galactic Challenge and Assault Battle what was few days ago with BH, IT vs Rebels.
It looks like it is only Bossk lead I tried Boba Fett, Scion of Jango, Aurra lead and there was momentum working as should be.
Today I recorded gameplay which I again tried in Galactic Challenge you can see at the end of the video that Boba Fett, SoJ doesn't get any momentum stacks and he hit a target and it was critical hit

I have had his momentum disappear multiple times in different play modes. I’m on an iPad. It seems more common than not in my experience.
