Sorry, I’m a bit confused by this. Do you think you need to have Rey’s ult in order to unlock Rey’s ult? What do you mean by “his ult”? Rey is female. There is a very clear prescribed order to these battles, look up some guides. It’s doable, but what you are calling a bug makes no sense. Plenty of people have unlocked Rey’s ultimate.
The last level of Rey legende allows you to unlock his "ultimate" move (you must succeed 10 times to have 10 golden tokens which allows you to unlock his ultimate) but in this last level normally you have access to his ultimate move (special legende galactic) to finish the level. You can see that in the videos sent I do not have access to this option at all, so it is practically impossible for me to finish this level

This is intended. Not all GL journeys have the ultimate ability unlocked.
