Cannot finish updates while on data

Could someone kindly tell me what settings I need to change in my game so that whenever there is a mid-day update U can download it while at work (whereI do not have free Wifi)? Every time I try it gets to either 79% or 81% and just hangs.

It seems foolish that the game is trying to save my data; it downloads just fine for the most part but refuses to finish the last 11Mb of download. 

I tried deleting my cache and rebooting my phone, that didn't have any effect.
