Cannot Unlink or login with EAConnect or enter a EA Help ticket

When I try to unlink my account from EAConnect or when I try to login on a new device using it I get ErrorCode9.0. When I try to play on the PC client it starts up the game but acts like my account isn't linked and tells me to either create a new account or link my existing one.

When I try to open a ticket on https://help.ea.com it won't let me because nothing will pop up in the dropdown for platform, it is always blank and never pulls up a list of items.
