Can't target Biggs for lvl9 with light side support datacron?

With the Pillars of War datacron set, I am unable to target/roll Biggs Darklighter for the level 9 character ability for a datacron that has light side alignment and support faction.  In the screenshot I've unlocked the lvl9 ability and I cannot reroll it to target Biggs; the right-side information stated I could not target him at unlock either.  A guildmate confirmed they are seeing the same behavior.
