Captain Rex Basic Isn't Cleansing Allies Consistently

This is working as intended. As described, Whenever this attack scores a critical hit, dispel all debuffs on Captain Rex and another random Clone Trooper or Phoenix ally.
The ability also targets allies without debuffs. There is no prioritization in place for debuffed allies.

We've already seen the exact same wording on other kits in the past and they all check for debuffed allies first before selecting a cleanse target. Rex's kit reveal even named Ahsoka as an inspiration for Rex's basic, so let's look at hers:

Her wording is the exact same: "On a critical hit, dispel all debuffs on Ahsoka and another random Galactic Republic ally."

Her basic always cleanses a debuffed ally. The wording is the exact same here, the functionality should be the exact same.
