Cassian tb Omni not activating

I just attempted the tb mission on Ring of Kefrene which requires Cassian and K2 and, unlike what normally happens. Cassians tb omni ability didn't activate. He was his regular character model with his regular abilities. I used a full Rogue one team and its worked every phase this and every other tb. Is this a known bug? Or is this just something that doesn't work in this tb area?
