Jedi Knight Cal Kestis not gaining foresight in the special mission on Bracca

It has come to my attention that sometimes, JKCK will not gain foresight in the SM on Bracca. If all operations are completed on Coruscant (The Path), "Jedi allies have +20% CA and +65% Tenacity, and a chance to gain foresight for 2 turns at the start of their turn. Jedi allies recover 30% protection at the start of their turn."  In-game, this "The Path" is an ability affecting the SM on Bracca. I've attached a screenshot. 

This bug does not happen every time. I have done the SM on Bracca where JKCK will achieve foresight and I have done the SM on Bracca where he never achieves it.  I have also watched many videos of guildmates doing the SM. Sometimes JKCK will achieve foresight, sometimes he never does. With a 60% probability each turn, never achieving foresight in the entire battle is mathematically improbable.

Given that there are battles where JKCK never achieves foresight, I also wonder if the other benefits of The Path (+20% CA, +65% tenacity, 30% protection recovery) are also not happening.
