Summarize your bug Character deployed to zone when attempting to fill platoon at same time as another person leaving it unable to be deployed to a different zone.
Steps: How can we find the bug ourselves? Try having 2 people fill the same platoon slot at roughly the same time.

When I attempted to deploy Darth Malak to the middle platoon in phase 4 of Geonosis: Separatist Might I received the notice that the slot had already been filled. However my Malak was still deployed to the zone itself leaving me unable to place him in a platoon in the bottom zone.
- @Exapher This has existed for as long as platoons have been around.
The good news is you can use your Malak on combat for that zone or on another platoon in that zone, but not in the other one.
