sorry to say so, but it is not.
because if the opponent uses strategic dominance on me, my cooldown of the ability to call reinforcements is increased by one...
you can´t increase mine if he uses it, and not increase his if i use it

We've tested this today excessively and when our opponent used "Strategic Dominance" it did not increase the cooldown of our ability to reinforce.

hmm, no i don´t use phantom2..
you are testing it not correct, you have to use tarkins ship (it´s all about chimaera vs. tarkin)...
tarkins ship is faster than chimaera, so it´s the 6th turn after the opponent uses startegic dominance
since the geos and geos with hounds tooth has come to arena there is almost no opponent left in arena who playes with chimaera, but i could almost swear that my memories tell me after opponents strategic dominance i had to use tarkins basic ability and couldn´t call reinforcements
my report was months ago, the update that this behavior is WAI is new (07.09.2018) and i already said that i only can write here what i can recall from my remebers
if my remembers are correct the issue must be still online, because nobody has changed anything since EA´s decission that the "no increase" of reinforcements are WAI now
no i havn´t seen this happen recently because i don´t fly with tarkin anymore, so i´m not able to see it for now...
you never told that you have tested it correctly... you only told that your cooldown of your chimaera wasn´t increased, but as i have said, this test was incorrect because you have to use tarkin and not chimarea
i would be lucky if i can test this issue on my own, but i have no testaccount, or some extra fights for free
but it would be really easy to test it with a testaccount... run a maxed tarkin with nothing else than tanks, choose an opponent who is using a maxed thrawn (with no TM manipulation ships), try to survive chimaeras ulti. and than check if your tarkin can call reinforcements the very next turn

1. EA_HighCommand posted last week that they had tested it "excessively" but been unable to reproduce the bug you are trying to report.
2. I do not have a test account - I am a player like you, so I do not the ability to set up whatever battles I want to test, and I do not often have excess fleet battles to use for testing purposes. However, when I do fight Executrix Fleets, and I fire off my Strategic Dominance, the enemy reinforcements are always 100% what I would expect without any increased cooldowns.
Since it has been tested recently, and your reports of it being a bug are strictly based on what you remember from months ago (and not recent experience), perhaps there is no current bug with respect to this cooldown.
I appreciate your bringing a potential concern, and it was "excessively" tested to verify, but so far nobody (yourself included) is experiencing this issue, so perhaps this thread can be closed.
