Unable to gift Din Djarin Bundle II

I'm trying to gift a guild buddy the Din Djarin R7 Bundle but it says he's ineligible to receive this bundle. However, for some reason I am able to gift him the Din Djarin R5 Bundle. Is there a hidden requirement to have purchased the first bundle before the second?

His Ally code is 679-571-191 - I dont see any reason looking at his roster or the info on the bundle as to why he should be ineligible to receive the R7 Bundle but not the R5 one
