@Phenx101 Going how other feats work, I think this is working as designed.

Bastila's "Fear" only attempts to apply Stagger to three units (four if a summoned character is present). The other two units are inflicted with the Fear debuff. They later gain Stagger, but because this is a result of Fear expiring rather than a direct player action/attempt, it won't count towards the feat.

I could be wrong, but I'm sure @EA_Gunner can confirm.
