You are correct, the Ability Block from the "Initial Tether Tech" cannot be resisted. However, it can be cleansed, which is what you are seeing and why it seems to not apply to Darth Revan teams.
Darth Revan's unique ability Conqueror states "When a Sith Empire ally is inflicted with Ability Block or Stun, they dispel that debuff and gain Ferocity for 2 turns".
The ability block is instantly converted to Ferocity stacks. You can see them gain these stacks in battle.
