It won't summon him in battles where a summon can't occur. Sector 1 miniboss node does not allow summon units because it is designed as a raid encounter.

Truly shocking development, testing, and support afterwards, CG has clearly gone out of their way to make this conquest much much harder than previous ones and dropped a bunch of new bugs in the process.
