Abilities with dispels (usually) need to be UnEvadable in order to dispel Foresight. Otherwise the Foresight would just be consumed to Evade, rather than being dispelled. (Hence why B2's special ability doesn't dispel or inflict debuffs or deal damage to enemies with Foresight, and why Ahsoka Tano (Snips)'s Basic is specifically Unavoidable when the enemy has Foresight.)
Malevolent Whirlwind can be Evaded, thus Foresight still allows units to Evade the ability.
