debuffs being resisted despite tenacity down

How can debuffs be resisted with tenacity down? Do those TB units really have more than 999900% tenacity? Is this working as intended?

    There is always a minimum base chance to resist of 15%. 

    Also, that's if it says "resisted." Some characters have a percent change to attempt to apply in the first place.

    @crzydroid right. both of it. But this video shows two debuffs being resisted, so they were going to be applied based off the ability chance. Also I don't want to upload minute long videos, but it clearly happens more often than 15% of the time

    When Darth Sion does his special, only one of the tenacity down characters resists; the other gets Pain and the other two resists are on characters without tenacity down. Then the clone takes a turn and Nihilus' Health Down successfully reapplies, and after his turn he loses Tenacity Down. Luminara without TD resists the Health Down. Daka attempts stun, and we get one resist from a Tenacity Down character and the other is on someone who no longer has TD.

    Additionally, both TD characters start the video with 3 debuffs between them.

    So we see two resists by tenacity down characters out of 7 in this video. That's 28.6%, which is well within the margin of error of a 15% chance with such a small sample size.

    I think you are probably just seeing the 15% base chance here.

    K, maybe it only feels like many are resisted. But I'm gonna continue observing this and might record a longer video, if it's still suspicious to me.
