I ran a Dengar lead squad in phase four of the sixth tier of the sith raid. The healthiest enemy was correctly set to Darth Sion but I damaged him way more than 10 times without triggering the contract (I only had bounty hunters in my squad). I tried starting over multiple times with the same outcome.
