Enemy Executor reinforcements immune to Target Lock but not Breach

When ships reinforce under the Executor, they have Breach Immunity and Chaff for 2 turns.
When I have satisfied the Executor's "contract" of inflicting Target Lock 20 times on enemies, enemy ships are inflicted with Breach and Target Lock which "can't be dispelled, evaded, or resisted, and last until the end of the battle".
However, in mirror matches of Eecutor vs. Executor after I have satisfied the "contract" of TL 20 times, enemy reinforcements have the permanent Breach but not the permanent Target Lock.
Please see the attached image for an example. The enemy Slave I has reinforced after I had satisfied my Executor's "contract" of inflicting Target Lock 20 times on enemies. It has Breach Immunity and Chaff, as expected. However, it only has the permanent Breach inflicted, not the permanent Target Lock.
So there appears to be a bug.
Either the enemy's Chaff is working correctly, in which case their Breach Immunity isn't. That is, the valid-for-two-turns buffs allow them to be immune my perma-debuffs despite the perma-debuffs being defined as "can't be dispelled, evaded, or resisted".
Or the enemy's Breach Immunity is working as expected (the ships aren't immune to the perma-debuffs for the reason above) and their Chaff isn't.
