I was exchanging/assigning better mods to my characters when all of a sudden I got an error message. Right now it is consistently on Hera. The square mod. I have screen shots and I have cleared my cache, I have checked for phone updates, I have rebooted my phone.

Based on the screenshots you provided, I'd say the game is giving you an error because you don't have enough credits to move that mod. Your first screenshot shows you having 1,501 credits, but that mod requires 3,000 credits to install.
Try earning some more credits and then moving the mod, and see if that helps!
