GAC - Fleet battle victory screen showing wrong banner count?

Before my GAC fleet battle I had 2251 banners. After winning my fleet battle, the victory screen showed I’d won 66 banners. I received 153 banners for clearing the territory. I was expected to see a total banner count of 2470 banners but only have 2466. 

Unfortunately I didn’t take screenshots. However I needed 66 banners from that fleet battle and 2470 banners in total to tie, so I was paying close attention to banner counts. 

In the fleet battle I used a 6-star Negotiator and therefore had 3 reinforcements (not the maximum of 4) and only called 1 reinforcement into battle. 

I think of the 3 starting ships, only Hound’s Tooth lost protection and all finished with full health. The first reinforcement finished the battle with its opening move and therefore had full health and protection.

By my math, 62 banners is correct:

- 45 banners for the victory in first attempt

- 6 banners for surviving ships

- 6 banners for ships with full health

- 5 banners for ships with full protection

Yet the victory screen showed 66 banners not 62 banners. 

Perhaps an issue with the 6-star capital ship mishandling the unused slot. Maybe the victory screen is incorrectly showing an extra 4 banners for the unused slot while the actual number of banners awarded is correct. 

That would explain why I saw 66 banners on the victory screen (and briefly thought I’d tied with 2,470 banners total) but actually only finished with 2,466 banners.
