If this is intended behavior than I expect CG to confirm it, otherwise it sure seems like a bug.
There is plenty of evidence of this bug as well that many (including me) can provide if necessary. Adding just two examples when the drop is suspiciously high.
By my own calculations with data provided by my guild after one day of the chase (the energy is rounded to nearest 100):
NO GL ticket farm:
Me: 1800 energy -> 43 shards
Player 2: 1400 energy -> 45 shards
Player 3: 1800 energy -> 43 shards
WITH GL ticket farm:
Player 4: 1800 energy -> 108 shards
Player 5: 2300 energy -> 152 shards
Player 6: 1200 energy -> 91 shards
This is also nothing new (you can find a very similar bug report here: https://answers.ea.com/t5/Bug-Reports/Higher-drop-rate-in-CAT-chase-if-farming-GL-tickets/m-p/10888179/highlight/true#M52996
There was no answer or action however
