Hey, thanks for the report. We've tested General Grievous in Squad Arena against a variety of characters which can apply Offense Down and did not manage to reproduce.
Whenever Grievous had Offense Down, his damage would not be affected (tested for all of his abilities).

Well I think they would need to explain the order of operations then.

My best guess is that they are somehow converting grievous health into physical damage for the calculation.

So they would need to clarify everything. Is it:

1) His max health is being converted into offense, then that offense number is being reduced by the debuff.

2) The offense down debuff description is misleading, and it really means -50% damage, reduced after everything is calculated in.

3) The offense down buff is reducing base damage of the ability (unlikely).

4) the offense down debuff is bugged, as the final damage from Grievous is dealt as physical damage, and it is incorrectly reducing that number.

Some of those rebels have very high defense. Is it possible that you were attacking a different type of enemy with a much higher defense?

  I think both times I attacked a hoth rebel soldier. The first one hit for 34k. The next one hit for 11k. This is with. Grievous as leader, and based on the post about his leader ability only being good against high armor targets specifically, I was quite shocked to only get an 11k hit on what was supposed to be his biggest hitting ability.
  To confuse things even more, the first skittering strike was his first turn in round 2. The second skittering strike was his second or third turn in round 3. So if his health is ramping up, why would I see such a low hit? Especially at with both g12+ pieces and only missing one g12 piece.

    My only other ideas are:
    1) The first was a crit and the 2nd one wasn't.
    2) The first enemy was a "Hoth Rebel Soldier," the second was a "Rebel Soldier" - which I believe has significantly better defense.
    3) The second enemy had a "Defense Up" buff (which both HRSo and RSo easily get).
    4) It's not working properly.
