GeoTB: Geo Brute or Rocket Droid Cannot be Spawned

This was on the p4 south special mission requiring Wat.  No brute to put the the tank tech on so Wat dead after opening turn.  Tried summoning brute on GBAs first turn, no summon.  Tried to summon rocket trooper on Spy's first turn, no summon.  Tried to summon brute again when cooldown cleared on GBA, still no summon.  Very frustrating to have these problems on missions that can only be attempted once per month.
