Thanks for the report on this.
This is something we're aware of and is happening due to a display issue. If the Rancor Slam ability hits a character that's under 50% health, it reduces the cooldown of Devour. Unfortunately due to a UI display issue the cooldown on an ability can't update during a turn, only after.
That's why it seems like sometimes it skips, whereas it's actually been reduced during the turn but couldn't update.

Sorry I don't remember the exact numbers but I do know when there were 2 👿 it would skip from count 5 to 3.
So so there is more then one problem with the rancor battles then just being under 50%
