We have now raised this for further investigation.
Same issue as the gentleman above described. GL Rey and RH Poe wouldn't gain turn meter and all I could do was "-1" dam to each of them. I Googled the issue while the fight was ongoing and came across this thread, only then did I start to grab a few screenshots but it had gone on for six or seven minutes at that point.
If it matters, I'm also on an Android phone.

If it matters, this came up during Conquest, the final fight for Sector 4.
