Jedi Knight Revan Turn Meter Interaction with Captain Phasma Omicron

Summarize your bug I believe Jedi Knight Revan's lead doesn't prevent turn meter at the start of battle properly. I ran a battle against Captain Phasma with her omicron leader ability upgrade in Territory Wars. Phasma starts with advantage at the start of battle, which gives her team turn meter with that omicron ability. Jedi Knight Revan's leader ability states as the last sentence of the first paragraph: "While Revan is in the leader slot and not the ally slot, units are immune to bonus Turn Meter effects from Leader abilities until the start of the first turn of battle."
Steps: How can we find the bug ourselves? Under a Territory War setting, Captain Phasma needs her omicron leader ability upgrade on it and Jedi Knight Revan needs to be in the opposing leader slot with his leader ability activated. Then, vary the speed stats to determine whether Revan or Phasma should be taking the first turn given the stated effects in the bug and their leadership descriptions. My Revan was 340 speed in the leader slot with a zeta upgrade on the leader ability and the opposing Phasma was in the leader slot with 216 speed with the omicron ability upgrade. After effects go into place, Revan should be much faster than Phasma since he should prevent turn meter before the first turn of battle.
