As mentioned by some in the Reddit post, this is not a bug and it appears to be working as designed.

The turn meter gain does not come from Captain Phasma's leader ability, but from the "Advantage" that is gain from it.

Wrong, that logic is just plain wrong. The buff "advantage" is not an ability. It triggers the ability clearly stated in the leadership ability description for phasma. You're just another shill covering for the lack of effort cg and ea put into ensuring the game functions as it's described. Instead of admitting it's a bug, and necessitating the work to fix it, you throw out the working as intended line. Your spin skills should put you in politics, not game design.

This is actually wrong logic.
SLKR leadership provides bonus turn meter the same way, through advantage buff. And yet, it is blocked by JKR leadership.
How come that some captain's skills are superior to the officially superior leader Kylo Ren?
