That seems to be the case. Which is what I came here to say. They gave free stuff to only a certain group, which feels like being punished for getting a character to 7 stars during its highlight.
Why not just give everyone the same rewards?
Everyone should get the same free stuff. Why alienate a group of serious players? Seems like another time that CG is out of touch with its player base. Happy for those who got 66 shards of a new toon, still to exclude a big group of players though. Bad call.

Well you called it. What’s the harm of giving to everyone? Even if the shards convert, the gear would have helped. Makes that push for the JMMW event all that more satisfying eh? Noted for Pirate Era…
